Open Records Policy

Requests: Public Records will be available for inspection and copying by submitting a Record Request Form to the Open Records Officer at the municipal office during normal business hours, Monday through Friday, 9a.m. to 4p.m. with the exception of holidays.

Requests must be on the Record Request Form and directed to the Open Records Officer, North Apollo Borough, 1421 Leonard Avenue, North Apollo, PA 15673, or by email at: sec@naboro.net. Written requests shall be on a form provided by the Borough and shall include the date of request, the name and address of the requesting party and a clear description of records sought.

Fees: Paper copies: All pages will be $.25 per page per side. If mailing is requested, the cost of postage will be charged. If a CD is requested, it will be provided by the Borough at a cost of $1.00 per disk. A new disk will be necessary each time records are provided. Fax copies will be available at the cost of $.50 per page. If "True and Correct Certification" is requested, an additional charge of $2.00 will be added. The Borough will require prepayment if the total fees are estimated to exceed $100.00.

Response: The Borough will make a good faith effort to provide the requested public records as promptly as feasible. Borough employees shall cooperate with those requesting to review and/or duplicate original Borough documents while taking reasonable measures to protect Borough documents from the possibility of theft and/or modifications. The Open Records Officer shall review all written requests for access to public records. As soon as possible but no later than five business days after received a written request to access public records, the Open Records Officer shall respond to all such requests in a manner consistent with Act 3 of 2008, the Right-to-Know Law.

Appeals Process:  If a written request is denied or deemed denied, the requester may file an appear with the Office of Open Records within fifteen (15) business days of the mailing date of the Open Records Officer denial. The Appeals Officer shall make a "final determination" on the exceptions within thirty (30) days of receipt of the filed appeal. The requester may appeal a final determination to the Common Pleas Court of Armstrong County within thirty (30) days of the mailing date final determination of the Appeals Officer.
